Officers from the Greenwich Police Department stopped Norwalk resident Joel Arroyo shortly before 1:45 a.m. after he was spotted driving with an expired registration plate on Byram Road.
According to police, during that traffic stop, officers established probable cause to search the vehicle. That search led to the seizure of marijuana and items consistent with the packaging and sale of drugs, leading to Arroyo’s arrest.
Arroyo was charged with possession of drug paraphernalia, possession of an illegal substance and possession with intent to sell at Greenwich Police Headquarters. Following his arraignment, Arroyo was released on $250 bond and is scheduled to appear in Stamford Superior Court on Nov. 16 to face the charges.
